Head of Transport Strategy Unit

Main duties and functions:
To develop strategic plan that defines the objectives, targets and projects roadmap over a 3+ years horizon;
Accountable and responsible for shaping and delivery of results/objectives/strategy in line with Agency’s strategic vision;
To work in close cooperation with all partners and stakeholders to facilitate the effective and timely development and implementation of mobility projects both in passenger and freight transportation;
To manage building of communication and cooperation with relevant sector entities and government bodies during preparation of strategic plans;
To lead preparation of strategies and proposals on all transportation modes both in Baku and regions and support relevant departments within Agency during preparation of recommendation and proposals to relevant government bodies and sector entities;
Develop and prioritize initiatives for macro-modelling and micro-modelling using Digital Twin;
To assist in the development of schemes and programs to deliver the Agency’s transport strategies;
To exercise with due diligence all powers delegated to the post holder in accordance with the Agency's policies and procedures;
Plan the supply of mobility infrastructure and services that meet the projected mobility demand and deliver the envisaged passenger journeys, etc.
Qualifications:
Minimum Bachelor’s Degree in Business, Engineering or other relevant subject;
(As an advantage) Masters / MBA or other relevant post-graduate degree;
Languages - Azeri excellent, Russian, and English good in written and oral;
Advanced knowledge of mobility strategy with international work experience.
